In response to new, highly restrictive DEP antidegradation regulations, F. X. Browne, Inc. developed a regional wastewater management plan for Middle Smithfield Township that included a combination of centralized and decentralized wastewater management options. We developed this innovative, first-of-its-kind plan using our GIS capabilities. We evaluated the township’s present and future wastewater treatment needs, environmentally sensitive lands, existing and projected wastewater customers and developments, wastewater service areas, existing treatment plant sites, and lands already connected to public sewers. We mapped soils suitable for various on-site wastewater disposal alternatives including mound systems, drip irrigation, and spray irrigation. We performed special on-site soils testing to evaluate areas for decentralized wastewater disposal. GPS units were used to mark these sites and to integrate the site data into our GIS database. This was the first time this approach was used in Pennsylvania to meet the new antidegradation standards.
